(NYT43) WASHINGTON -- Feb. 27, 2003 -- SHUTTLE-CONGRESS -- On Thursday, Feb. 27, 2003, NASA administrator Sean O'Keefe said a shortage of water and other necessities on the International Space Station will force NASA to replace the three crew members on the station with rotating two-man crews by early May. Concerned lawmakers were prompted to question whether any scientific experiments will be accomplished on the $100 billion structure.
