(NYT62) NUSAYBIN, Turkey -- Feb. 26, 2003 -- IRAQ-OPPOSITION -- In the first meeting of important Iraqi dissidents on Iraqi soil in nearly a decade, a U.S. envoy pledged Wednesday that the United States did not want to rule Iraq and would rely on a broad-based coalition to govern the country.
