(NYT43) NEW YORK -- Jan. 28, 2003 -- NY-FROZEN-FERRY -- The cold snap of the last two weeks has frozen the waterways around New York, disrupting the area's growing ferry traffic. Since last week, commuter ferry piers on the West Side of Manhattan have been closing intermittently, though most Hudson River crossings have continued.
