(NY32) ALBANY, N.Y. -- Jan. 1, 2003 -- NY-INAUG-2 -- A sense of crisis hung over Gov. George E. Pataki, center, as he was sworn in to a third term Wednesday and delivered an upbeat address extolling the courage of New York residents during the terrorist attacks 15 months ago. It was a crisis the governor began to acknowledge in his 14-minute speech. The governor called for bipartisan cooperation from lawmakers to find a way out of the state's fiscal straits. The inauguration was in some ways the last celebration before the serious business of the government gets under way next week with Pataki's annual address to the legislature. In Albany on Wednesday, Pataki greeted a member of the color guard while waiting for the ceremonies to begin. (Librado Romero/The New York Times)
