(NYT24) CLINTON, Md. -- Nov. 28, 2002 -- SNIPER-LOCAL-POLICE -- Paul LaRuffa, 55, was shot six times and robbed of $3,000 near this spot Sept. 5 as he left his pizzeria in Clinton, Md. The shooting has been linked to John Muhammad and Lee Malvo, the authorities say, but because they kept on the move and the police gave only routine attention to what seemed like run-of-the-mill crimes, investigators say, Muhammad and Malvo were able to slip through the cracks, gaps and blind spots.
