(NYT8) STATEN ISLAND, N.Y. -- Nov. 16, 2002 -- NY-MENTALLY-ILL-PATIENT -- As the Nation was rethinking its practice of banishing the mentally ill in hospitals,a new idea came about that with proper services, patients could be returned to neighborhood settings and begin attaining fulfilling lives that might even include jobs. Many times it was a half realized dream, where patients would just get shuffled through the health system.
