(NYT31) WASHINGTON -- Nov. 13, 2002 -- IRAQ-ANNAN -- During talks in Washington on Tuesday, U.N. Secretary General Kofi Annan, left, discusses the campaign to get Iraq to disarm. He says it is clear that the United States has a different threshold for war than the rest of the Security Council. He warns that the United States cannot use just any excuse for going to war and that any material breach must be serious and credible -- otherwise the United States won't have the international supports it wants and needs.
