The New York Times Agency May 2010
(NYT26) WASHINGTON -- Nov. 12, 2002 -- CONGRESS-4 -- Members of Congress returned to the Capitol Tuesday, facing a changed political landscape but the same difficult issues they shelved prior to last week's elections. Congressional leaders seemed determined to try to adopt legislation creating a new homeland security agency before finally adjourning for the year, but whether other major bills would be passed remained uncertain. Rep.-elect David Scott, center, Democrat from the 13th District of Georgia, chatted with his aide, Haskell Ward. (Paul Hosefros/The New York Times)
