(NYT22) LOS ANGELES -- Nov. 10, 2002 -- PRIEST-HANDOUTS -- The Rev. Maurice Chase, better known as Father Dollar Bill, has spent 20 years handing out cash to people on Skid Row in Los Angeles. While Father Chase is the first to acknowledge that a dollar does not buy all that much these days, that is not the point. "I'm trying to give them hope,'' he said.
