FILE - A May 24, 1943 photo from files provided by the U.S. Navy, with water spewing from salvage pumps, building buoyancy, while cables from long-boomed cranes assist, the U.S. battleship California rises to the surface of Pearl Harbor, Hawaii, after the Japanese attack on Dec. 7, 1941. Long before the Costa Concordia capsized in Italy, salvagers fished out ships from the depths of the ocean with bold and innovative feats of engineering. Pearl Harbor. Eighteen U.S. warships were sunk or severely damaged in the Japanese attack. Yet only the Arizona, the Utah and the Oklahoma were unable to return to action before World War II ended.
