Senator Manny Pacquiao takes a phone call in his Senate office in Manila, Philippines, on Monday, June 3, 2019. In July, Pacquiao, who is a close ally of President Rodrigo Duterte, proposed a bill in the Senate to reinstate the death penalty for drug offenses. Pacquiao was once quoted as saying, "I tried drugs...many kinds of drugs, all kinds of drugs." Since Duterte became president in 2016, his War on Drugs has officially claimed over 5,000 lives, however human rights groups estimate the number is closer to 20,000.
