Brooklyn's leading rum runner, Vannie Higgins, and 36 of his men were caught by the Treasury agents off Clifton, Staten Island, N.Y., Dec. 1, 1931, as they were running in through the Narrows in a converted British mine layer. U.S. Attorney's office decided there was no charge that could be placed against them since nothing was found on board as it appeared they missed their supply ship in the night fog. (AP Photo)
