Afghanistan, Nimroz, 14 July 2016 Members of the Afghan Security Forces guard a facility used by engineers and workers near the site of the Kamal Khan dam project, which, if all goes according to plan, will be filled by the Helmand River and provide much needed water to the southern districts of Nimroz Province. According to Afghan officials in Zarang, the dam's infrastructure and those guarding it come under attack from Iranian-funded Taliban militants. Iranian officials claim that Afghanistan already overreaches on the water allocation agreed upon by the two countries and that Kamal Khan will further reduce that which flows to its territory via the Helmand River. As construction for the dam increases in the following years, the fighting is set to flare. At an estimated cost of $US100M, the dam is set to be completed in four years. Selon les officiels afghans de Zarang, les infrastructures du barrage sont l'objet d'attaques de la part de militants talibans iraniens. Les iraniens declarent que l'Afghanistan utilise dejr la part d'eau que leur alloue les traites entre les deux pays et que le barrage de Kamal Khan va encore reduire le debit du fleuve Helmand qui poursuit son court en Iran.
