Vice President Joe Biden delivers remarks on the progress of the American Recovery and Reinvestment Act at the Brookings Institute in Washington on Thursday, September 3, 2009. With the Obama administration about to begin its final push on a health care bill, it is trying in every way possible to reduce public distrust of government. Toward that end, administration officials have begun a campaign to show that the federal stimulus is an example of a program that works, hoping to reduce criticism before Congress votes on a health-care overhaul. On Thursday, Vice President Joseph R. Biden Jr. unleashed a fervent defense of the stimulus, arguing that it helped avert what some had feared would be a second Depression and was not a "grab bag" of too many programs.
