*FILE (NYT30) NEW YORK -- January 29, 2007 -- ISRAEL-PHILHARMONIC-4 -- Orin Maazel, Conductor with the New York Philharmonic in concert on June 9, 2005 at Avery Fisher Hall, Lincoln Center, New York City. The Israel Philharmonic Orchestra, celebrating its 70th anniversary, is one of the burnished centerpieces of Israeli cultural life. But as it prepares for a short American tour that begins on Jan. 30 at Carnegie Hall, the orchestra shows some of the same ills as traditional orchestras everywhere and special problems that stem from the special nature of Israel.
