The lower Potomac River is the Potomac of power, politics and presidential yachts, the nation's river. But a drive through the towns of the upper Potomac is a journey to a time-warped America, one not much different from the Great Plains where failing family farms have knocked out rural towns or frozen them in the first half of the last century.
