(NYT94) NEW ORLEANS -- Oct. 26, 2005 -- NEW-ORLEANS-LEVEES -- A breached floodwall of the London Avenue Canal in New Orleans as seen on Friday, Oct. 21, 2005. A strong pattern is emerging to suggest that pockets of weak soil and shallow steel anchors helped cause the collapse of floodwalls that let water pour into the main parts of New Orleans as a result of Hurricane Katrina, according to engineers and newly available documents.
