(NYT52) NEW ORLEANS -- Dec. 29, 2005 -- RED-CROSS -- Residents of the lower side of the 9th Ward in New Orleans which is still closed, toured their destroyed neighborhood on buses on Thursday, Dec. 29, 3005. The Senate Finance Committee began an inquiry into the American Red Cross on Thursday, seeking a broad range of information about its governance, its handling of money donated for disaster relief and its compensation policies. Congressional scrutiny of the organization started shortly after Hurricane Katrina hit the Gulf Coast, as widespread criticism of the Red Cross response to the disaster mounted.
