(NYT29) NEW YORK -- March 5, 2005 -- NJ-TAX-REBATES -- Perception is key in rebates. For example, New York City's property tax rebates used Mayor Michael R. Bloomberg's name at least four times, including once on the check. As one response to years of unsustainable state spending, Gov. Richard J. Codey of New Jersey's austere budget would scale back property tax rebates to the elderly and disabled from $1,200 to $800 and suspend the N.J. Saver Program, which provided rebates averaging $691 to other homeowners who typically pay $5,000 or more in property taxes. (Margaret Keady/The New York Times)
