(NYT26) NOGALES, Arizona -- Feb. 28, 2005 -- MEXICO-US-BORDER-2 -- U.S. Border Patrol Agent Simon Keller welds a hole cut into a section of the border fence at Nogales, Arizona., on Feb. 25, 2005. Hundreds of millions of dollars have been invested in recent years along the southwestern border for more border patrol agents, helicopters, high-tech video cameras, ground sensors, even unmanned aerial vehicles. But the Border Patrol is still a long way from achieving what its commanders like to call "operational control." (Jeff Topping/The New York Times)
