(NYT53) BAGHDAD, Iraq -- June 16, 2004 -- IRAQ-SEWAGE-2 -- A U.S. soldier stands guard as sewage runs through a sewage treatment facility in Baghdad, Monday, June 14, 2004. Under Saddam Hussein, Baghdad's three great sewage plants became so decrepit that engineers simply shunted the raw sewage through jury-rigged pipes and dumped it into the Tigris River with no treatment. To date, Congress has set aside roughly $24 billion for rebuilding Iraq's electrical, water, sewage, oil, transportation and security infrastructure, among other areas, including more than $4 billion in its most recent appropriations bill on Iraq alone.
