(NYT42) SILVER SPRING, Md. -- June 6, 2004 -- MD-SPECIAL-ED -- In Julie Grant's special education classroom in Silver Spring, Md., Dante Hogan, left, and Jennifer Barillas are getting a literacy lesson on May 24, 2004. In a bid to reduce the number of schools labeled subpar under the federal No Child Left Behind law, Maryland is asking to exclude many special education students, as well as children with limited English, from the law's accountability standards. Instead of evaluating their academic performance as a group, Maryland would blend their results into the larger pool of children with low incomes wherever possible. (Micah Walter/The New York Times)
