"It would be cool to compete against people from different schools," said Masters, a 16-year-old surfer. In Hawaii, where directions are given by distance from the sea and even bicycles have surfboard racks, concerns about liability, safety and cost have long kept the sport of Hawaiian royalty out of high school athletics.
