(NYT38) CHICAGO -- May 5, 2004 -- CHICAGO-WALMART -- Anti-Wal-Mart protesters fill the second floor of City Hall in Chicago Wednesday, May 5, 2004 where the Chicago City Council met in the Council Chambers and refused to approve zoning changes that would have allowed Wal-Mart to open its first two stores in Chicago. This less than a month after voters in Inglewood Calif, rejected Wal-Mart's effort to build a store there.
