(NYT36) NEAR QALQILYA, West Bank -- Oct. 3, 2003 -- MIDEAST-SETTLEMENT-2 -- For much of the past year, Palestinians and Jewish settlers who live in hilltop communities above Tel Aviv have talked feverishly about the approach of the massive Israeli security barrier cutting a scar down the West Bank lands to the east of Israel's pre-1967 border. In Ariel, some residents fear that the barrier would further antagonize Palestinians without putting an end to attacks. But most seemed to share the delight of the settlement's founder and mayor, Ron Nachman, 61.
