(NYT32) ALEXANDRIA, VA -- October 2, 2003 -- TERROR-MOUSSAOUI -- A federal judge handed the United States government a huge setback Thursday, oct. 2, 2003, by ruling that prosecutors can not make any allegations that Zacarias Moussaoui was linked to the terrorist attacks on Sept. 11, 2001. Edward MacMahon, one of the court-appointed defense lawyers, told reporters outside the Federal Courthouse in Alexandria, VA, Thursday, the ruling sought to balance the government's national security concerns against Moussaoui's fair trial rights.
