(NYT30) WASHINGTON -- September 30, 2003 -- REPUBS-SPEND -- Instead of passing none of the 13 required spending bills by the deadline as happened in 2002, Congress has passed a total of three. And Democrats say the Republicans now have no one but themselves to fault. "This is one of the most appalling records in terms of legislative achievements on appropriations that we've seen in a long, long time," Senator Tom Daschle of South Dakota, the Democratic leader, said on Tuesday, Sept. 30, ,2003.
