(NYT13) MINNEAPOLIS -- Sept. 24, 2003 -- KIDS-FREE-TIME -- For suburban families, this is the tyrannical season of back-to-back swim meets and soccer practices, and weekend schedules that turn children into junior executives and parents into chauffeurs with anxiety disorders. But this fall, some overwhelmed parents are resisting the pull to avail their child of every activity and are making sure their kids have plenty of time to be kids.
