(NYT51) STATE COLLEGE, Pa. -- Sept. 19, 2003 -- INTERNET-MUSIC-3 -- When it comes to downloading music or movies off the Internet, students at Penn State University in State College, Pa., compare it to underage drinking on campus: illegal, but not immoral. "It's not something you feel guilty about doing," says Dan Langlitz, 20, a Pennsylvania State University junior from Marlton, N.J. "You don't get the feeling it's illegal because it's so easy."
