(NYT36) PLAYA DEL REY, Calif. -- March 4, 2003 -- CALIF-MALPRACTICE -- To control the rising costs of medical malpractice insurance, President Bush is urging Congress to impose limitations on lawsuits like those introduced in California in 1975, which insurance companies and doctors say have sharply reduced their expenses. Dennis Kaiser, and his wife, Wendy, were unable to get a lawyer to take their case after their son, who suffered brain damage at birth, died last September.
