(NYT27) NEW YORK -- March 11, 2003 -- IMCLONE-WAKSAL-MARKETPLACE -- Samuel Waksal, the founder and former chief executive of ImClone Systems, has agreed to pay a fine of just over $800,000 and accept a permanent ban on serving as head of any public company in a partial settlement of the government's on civil charges of insider trading, the Securities and Exchange said Tuesday, March 11, 2003.
