(NYT30) UNITED NATIONS -- March 11, 2003 -- IRAQ-U.N. -- Iraq's ambassador to the United Nations Mohammed Al-Douri gestures as he addresses the Security Council Tuesday, March 11, 2003, at U.N. headquarters in New York. The United Nations began an open debate on Iraq Tuesday in the security council chambers. More than fifty nations who are not members of the security council are expected to address the session over the course of two days to apprise the council of their views on the growing standoff over what course of action the United Nations should now take.
