(NYT24) NEW YORK -- March 11, 2003 -- NY-COPS-SHOT -- A New York City Police officer tapes off an area set up as a makeshift memorial for two police officers that were killed in the Tompkinsville section in the borough of Staten island, N.Y., Tuesday, March 11, 2003. The Staten Island neighborhood made safer by a police crackdown on crime was shaken Tuesday after the bodies of two detectives were dumped on a street. The undercover detectives were found shot in the head at about 8 p.m. Monday near Hannah Street and St. Paul Avenue. They had been armed but apparently had not fired a shot. Omar Green, 18, turned himself in to police at the Staten Island ferry terminal at 9:20 a.m., dressed as a woman. A weapon belonging to one of the slain officers was found in the home of Green's mother, police said. Two other suspects were also in custody, and a fourth was at large.
