(NYT23) WASHINGTON -- March 12, 2003 -- CONGRESS-BUDGET -- Senator Don Nickles, left, R-Okla., and Sen. Kent Conrad, D-N.D., confer during a Budget committee markup of the concurrent resolution on the budget for 2004. The House and Senate budget committees expect to complete work on their 2004 spending blueprints by Thursday, after changing some of Bush's budget plans to reflect the government's mounting fiscal woes and concerns about the cost of a looming war with Iraq.
