(NYT29) WASHINGTON -- March 6, 2003 -- BUSH-SPEECH -- Members of the media use the North Lawn of the White House to do their live television coverage, Thursday, March 6, 2003, just hours before President Bush is to hold a prime-time news conference at 8 p.m. EST, his first since October 2001. Bush will make an opening statement, but his spokesman said Thursday that this will not be his main forum for making a case for going to war.
