(NYT21) UNITED NATIONS -- Sept. 12, 2003 -- UN-LIBYA-4 -- Relatives of victims of the bombing of Pan Am Flight 103 comfort each other at United Nations headquarters in New York, Friday, Sept. 12, 2003, after members of the U.N. Security Council voted to lift sanctions against Libya, clearing the release of up to $2.7 billion to families of the attack's 270 victims. France and the United States, which has its own sanctions on the Tripoli government including a ban on Libyan oil imports, abstained in the 13-0 council vote.
