(NYT35) WASHINGTON -- September 9, 2003 -- DEMS-CATCH-PHRASES -- House Democratic leaders have spent the past several months conducting focus groups and polls in an effort to develop a national message - a turn of phrase that will appeal to the swing voters who are crucial to the party's prospects in 2004. Rep. Dick Gephardt last year consciously avoided a national message, but now Rep. Nancy Pelosi, the new Democratic leader has vowed never to go into another campaign without a clear message.
