(NYT3) WASHINGTON -- Sept. 7, 2003 -- E-COMMERCE-REPORT -- Howard Beales, director of the Federal Trade Commission's consumer protection bureau, during a news conference on identity theft at the FTC in Washington Wednesday, Sept. 3, 2003. More than 27 million people have been victims of identity theft in the last five years, costing them $5 billion and businesses and financial institutions almost $48 billion.
