(NYT40) ALEXANDRIA, Va. -- Sept. 5, 2003 -- MEDICARE-REFORM-III -- For years, Craig Fuller, who lobbies for the nation's big drugstore chains, had urged his membership to oppose every bill in Congress that would provide a prescription-drug benefit in Medicare. But this year, he decided that passage of such a measure was inevitable. So he turned his membership around and had them back the proposal, provided that Congress made four big changes to address their concerns. Two months later, when the Senate and the House passed their bills giving prescription drug benefits to seniors, they included new sections that might have been lifted directly from Fuller's speeches.
