(NYT46) ROCKLAND COUNTY, N.Y. -- Sept. 23, 2003 -- NY-HUDSON-HOUSING -- Housing prices in the suburbs north of New York City have grown so far out of reach for many residents that 79 percent of households there would not have been able to qualify for a conventional 90 percent mortgage if they tried to buy a median-priced home in their own community in the spring of 2002, a study released on Tuesday by the New York State AFL-CIO says.
