(NYT9) ALEXANDRIA, Va. -- Sept. 20, 2003 -- ISABEL-AFTERMATH -- As power failures continued to smother wide swaths of the East Coast on Saturday and utility crews swarmed like ants around downed trees, millions of residents adapted to post-hurricane lives severed from the power grid. In Alexandria, Va., in the aftermath of Hurricane Isabel, there was renewed interest on Saturday, Sept. 20, 2003, in a vintage high-water marker.
