(NYT16) COLUMBIA, Miss. -- Aug. 31, 2003 -- MISS-JUVENILLES-ABUSE-2 -- Established by both federal law and state policy, the Columbia and Oakley training schools, in Miss., are supposed to rehabilitate and treat children charged with misdeeds ranging from mischief to homicide. But interviews with relatives of students, as well as with one child released from Columbia, suggest otherwise.
