(NYT26) NEW YORK -- Aug. 29, 2003 -- NY-SCHOOLS-PARENTS-2 -- The New York City Department of Education has embarked on a $43 million plan to stimulate parental involvement in schools. One parent coordinator has been place in each school, to act as an advocate for those parents who seek one, and reach out to those who do not. Francine O.
