(NYT48) NEW YORK -- August 27, 2003 -- NY-BLACKOUT-SEWAGE -- The main control room at the North River Water Pollution Control Plant on the Hudson River on the West Side of Manhattan on Aug. 25, 2003. Minutes after New York City lost its power on Aug. 14, 2003, streams of raw sewage began to flow into surrounding waterways.
