Behind him, from left, were Fire Commissioner Nicholas Scoppetta, police commissioner Raymond W. Kelly, John T. Oderman, commissioner of emergency management and city police and fire chiefs. The city's police and fire commissioners said that they would implement wide-ranging reforms that would foster better coordination between their departments during catastrophic events like the attack on the World Trade Center.
