(NYT13) NEW YORK -- Aug. 21, 2002 -- WTC-VIEWING-WALL -- New York Governor George Pataki speaks about plans for construction of a viewing wall that will encircle Ground Zero during its redevelopment, as Michelle Buffolino, on Pataki's right, and others listen at the site of the former World Trade Center, Wednesday. Buffolino's mother was killed in the terrorist attack on the twin towers on Sept. 11. The 13-foot high wall of galvanized steel, with a series of steel mesh panels for viewers to look through, will be etched with the names of the 2,800 people who perished in the attack.
