(NYT23) NEW YORK -- Aug. 24, 2002 -- NY-BLOOMBERG -- Mayor Michael R. Bloomberg is making enemies - finally. Bloomberg, whose mayoralty was formed early on with equal parts inclusiveness and inoffensiveness, has in recent weeks angered constituents as varied as the city's neighborhoods: advocates for the homeless, smokers, minority politicians and garden-variety New Yorkers who now feel guilty every time they look at an empty Pepsi bottle.
