(NYT10) SAKHALIN, Russia -- Aug. 5, 2002 -- RUSSIA-OIL -- Sakhalin, a green Russian island in the Sea of Okhotsk, is the eastern frontier of the expansion of Russia's oil industry. It is also this country's first open door for foreign oil developers. Foreign concerns are expected to invest about $13 billion over the next four years to build pipelines, a giant gas liquifying plant, storage facilities, and even roads and airports, to ship the region's oil and gas to world markets, particularly in Asia.
