(NYT12) UNDATED -- July 13, 2002 -- MACHINES-SAFETY-REVIEW -- After the July 1 air crash over Germany, an airport safety consultant described what must have been an impossible dilemma: "Pilots tend to listen to the air traffic controller because they trust a human being and know that a person wants to keep them safe.'' In this case the sentiment was apparently misplaced. The computerized Traffic Alert and Collision Avoidance System couldn't care one way or the other about the fate of its charges. But that was its strength. Exchanging data with its electronic counterpart on the other plane, the device coolly determined that the airliner should climb as the cargo jet descended.
