(NYT15) NEW YORK -- July 14, 2002 -- NY-WTC-FAMILIES -- A group representing families and friends of World Trade Center victims called Sunday for an independent inquiry into reports that the Fire Department's failing radio system and a lack of communication between the agencies that responded to the attack hampered the rescue efforts on Sept. 11.
